My theory is that some girls in different states and the countries around the world Just love sex after the reach a certain age are alloud legally .

Here I " Only" look at " Eighteen and Older " because it is the legal age and what my preference is.

There is no law against a 8 yo girl having sex, just as there is no law against an 8 yo boy having sex.

As lon as they are having sex with each other.

Even than, when an 18 yo guy has sex with an 8 yo girl, the law comes down on him, not her.

and most reliable surveys I've seen over the years support that sort of percentage, or higher.
Therefore , it is clear that more than a few do not experiment at a young age , and a lot certainly do not 'experiment' or play to the point of actual sexual connection.

Then ,
the law is there to protect the young and the innocent from abuse , and is generally only prosecuted when the circumstances warrant it , or someone makes a serious complaint.
another words , in most cases common sense prevails.
Just like many laws , like prostitution , smokeing dope , speeding and a never ending list of instances where the majority of 'law breakers' don't get prosecuted.

Otherwise the courts and jails would already be clogged and brought to a standstill , and one half of the population would be employed in prosecuteing the other half , lol .

But, in the sense that "Sex" means any contact with the sex organs of another person, that number will go up to over 90% of those under 16 yo.

 

Different countries have different ages of consent. Even the US has different ages depending on which state a person lives in.

I find the US states laws rather funny.

For example, a female aged 17 and boyfriend aged 19.
In one state it is legal for them to have sex but in the next door state it would be illegal.
Now if girl lived in state A (illegal to have sex under eighteen and boyfriend lived in state B (legal for females age 17).

They are fine to have sex at the boyfriends house but not at hers.
How about if they were in a moving vehicle having sex? Okay to start with but cross the state line and could be arrested. or vice versa.

Something else to think about. Legal age for female in a state 18.
5 minutes before her birthday. Illegal
1 minute after her birthday, Legal.

This is a point I brought up in another thread a long time ago but it is relevant in this matter. Talking in minutes is nonsensical as people are born at all times of the day. If someone was born at 23.59, they are still counted as reaching their 18th birthday at 00.00, nearly a day early. Then there is the matter of leap years. Take the case of two people, one born Jan 1 2012 at 00.00.01 and the other born Jan 1 2014 at 23.59.59. The first will have leap days in 2012,16,20,24 and 28, while the second will have only the last 4. Thus, on reaching their 18th birthdays, the first one will have lived almost 2 days longer than the second!

 

A few months ago, in South Africa, a cellphone video went viral where a 15 year old girl had very consensual sex with her 18 year old boyfriend. The girl's parents sued the boy because they said she wasn't of the age of consent and as her legal guardians it was their responsibility to intervene on her behalf. I didn't follow up with the story, so I don't know what actually came of it.

Is it that way in the States? Would the parents or guardians be able to sue on behalf of an underage kid?

 

It mostly happenns when parents want to keep smeone away from their kid even if the age diff isnt very big and happens more when theres bigger age diffs

Think of the name of our country, The UNITED States of America. A state is an independent country, with it's own laws and government.

The premise for the original states in the eastern part of North America to band together was to form a system for mutual defense and commerce. It was done by conceptualizing and writing a constitution which delineated the rights of the states and how the federal government would act as a umbrella for them.

Therefore, each state has it's own system of laws, which over the years has pretty much a common set for the country. However, some states still have many different laws on gambling, prostitution, age of consent, vehicle use, etc, etc.

Today the progressive (liberal as they used to be called) folks want to eliminate the individual states rights, and the conservatives (conservatives as they used to be called:excited want to keep and protect the states rights.

Yeah, pretty much. Parents could have someone jailed for statutory rape of their child but it might not be a good idea if she got pregnant. It might be better to force him to pay child support for the next 18 years which he can't do in jail.
